A benchmark that cannot survive the losing vendor is only a slide.

The defensibility of the result is determined before the first route is driven.

“Which network is better?” is not an engineering question. “Which network meets a defined service threshold across the required locations, devices and operating conditions?” is measurable—and therefore answerable.

Define the decision before the method

A useful benchmark begins with the decision it must support: carrier selection, acceptance, SLA validation, remediation priority or investment planning. That decision defines service geography, device class, confidence target, time window and the metrics that matter.

Coverage is not one number

RSRP describes received reference-signal power. SINR and RSRQ describe different aspects of usability. Application outcomes—message success, throughput, latency, retry behavior and session continuity—complete the picture. Strong signal can still deliver poor service; device telemetry can report failure without identifying its cause.

Control the comparison

Report to two audiences without lying to either

Engineers need distributions, outliers, raw observations and limitations. Executives need the decision, impact and confidence. Build the technical record first; derive the executive summary from it so every statement upstairs has evidence downstairs.

The adversarial review

Give the method and result to the party that ranked second. If the outcome survives informed challenge, it may support a decision. If it does not, the review exposed uncertainty before procurement or acceptance turned it into cost.
